---5.to minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public;

---7.to insure that potential buyers are notified that property is in a flood area.

A draft FIS can be prepared by a study contractor to FEMA under 44 CFR Part 66 or by appellants under 44 CFR Part 65 for the purpose of establishing or revising.
