The Flood Damage Prevention Ordinance, Limited Home Rule , "Junk" Ordinance, and comprehensive planning are all tools that can be used by local officials to implement the United Nations Sustainable Development/Agenda 21. Agenda 21 was signed by President George Herbert Walker Bush at the United Nations Conference on Environment and Development (UNCED), Rio de Janeiro, June 1992.
